City Proposes To License Event Promoters

 

*Seeks to Protect Health, Safety and Welfare Of Patrons.

The City of Chicago today introduced in the City Council an ordinance that creates a new business license regulating event promoters.
"Chicago has one of the most vibrant hospitality industries in the country and the event promoter has become an indispensable partner in marketing music events and performers at these venues," said Mayor Richard M. Daley. "Creating an event promoter license will ensure more responsible business practices by promoters."
The ordinance works to create responsible licensees who will help ensure the health, safety and welfare of patrons who attend their events. The proposed ordinance:
  • Requires promoter license applicants to undergo criminal background checks;
  • Requires promoters to maintain commercial general liability insurance;
  • Imposes a duty on promoters to enter into contracts with establishments hosting the events;
  • Requires promoters to designate an on-site representative for each event who has undergone a criminal background check;
  • Amends other license code provisions making it unlawful for licensees to use unlicensed event promoters;
  • Requires advance notification to local police of events being promoted.

In drafting this legislation, the City’s Department of Business Affairs and Licensing (DBA) met with both the liquor license industry and the event promoter industry to better understand their issues and concerns.

"The majority of promoters in Chicago are honest, hard-working business people and are pleased to have the city legitimize their industry through licensing," said Scott V. Bruner, Director of the Department of License Affairs and Licensing (DBA). "By licensing event promoters, the city can regulate this business activity in a way that encourages responsible event promoters to operate in the city."
